    It could be that after eight years the fuel bowl floats are stuck or else they have become saturated and no longer float. Either way it sounds like you need a carb rebuild kit with new floats. You will have to take the carb off the engine, make sure you mark all the vacum lines etc with masking tape and magic marker (makes it so much easier going back on) once you have the carb off and disassembled you will need to clean it carefully with a spray can of carb cleaner and using the rebuild kit follow the instructions to replace the floats, gaskets etc. If the float bowl has a drain, you can try draining it to see if the float is simply stuck because of junk in the bowl before you go to all that work. .
