Does the 4WD indicator light come on? If not, the first thing to check is the fuses. You may also have a bad ground connection. If the light comes on, the problem is the transfer case actuator. Many times the problem is a loose or corroded electrical connection to the actuator. Try cleaning the connection and see if that clears up the problem.

Low range in transfer cases can be difficult to shift.Barring an electrical problem make sure
you are on level ground and your tires are all the same diameter.
