1995 Jeep Wrangler with automatic transmission sticks in second gear.

1995 Jeep Wrangler with automatic transmission sticks in second gear. To get to third gear, I have to shift to neutral, let the rpms drop, and shift back into drive. At this point, the transmission will shift into third. Why does it do this?

I would check the fluid level and if that's okay then do a transmission service. It sounds like you have a sticking component in there, maybe in the valve body. If that doesn't do it, I think you are losing pressure in the transmission due to old, hard seals and you'll need a partial rebuild. Think of it as "internal bleeding".
