    The relay is in the fuse box. Try switching it with a similar relay or just buy a new one for 10 bucks. Testing the ECT sensor is pretty easy. You'll need an voltmeter or multimeter. With the sensor installed in the engine, the sensor terminals may be backprobed to connect a digital voltmeter to the sensor's terminals. The sensor should provide the specified voltage drop at any coolant temperature. Resistance should drop from about 4V with the engine cold to less than 2V when you bring the engine to operating temperature
