2000 GMC Jimmy v 6 4.3L. Does the fuel pressure valve tell the pressure of the fuel pump?

2000 Jimmy v 6 4.3L dose the fuel pressure valve tell the pressure of the fuel pump and the pressure of the fuel pressure regulator or just the fuel pump pressure?How do I test the regulator if the valve is not it? what is the location of the regulator and can I see it without removing anything?
