    I'd check the headlight relay in the under hood fuse box before anything else. It is a cheap item and you just pull out the old one and plug in the new one. If the relay os good, double check the headlight bulbs to be sure they are good and well seated in the reflectors. I have gotten bad bulbs in the past even when new. If all that checks out, the most probable problem is the multifunction light switch in the steering column. Replacing this will take a couple of hours and the switch is usually somehere between $100-200. However, you can find a pefectly good used one at a salvage yard or on eBay for a lot less money.
