2001 VW Jetta headlight assembly removal.

in order to remove the (2) lower attach screws on the exterior headlight assembly in my 2001 Jetta, is it necessary to remove the bumper?

In Makes & Models > Volkswagen > Jetta
In Maintenance & Repair > Lights > Headlights
In Maintenance & Repair > Auto Body
