    If the odometer does not work, how do you know what you are buying? Also, your state MVA will need either a true odometer reading or a "mileage unknown" will be stamped on your title. If you are serious, do a carfax and see the car's history and real mileage. I would be suspicious of a non-working odometer. Any responsible seller would have had it repaired. Unless the car is free, I'd walk and keep looking for something better.
