    Remove the sound insultator panel, under the dash on the right side, the blower is just above in the evaporator case. Check to see is there is voltage and ground at the motor. If not, the resistor or harness may be burned and may be under recall from GM.

    I experienced a similar problem with my 95 Sierra. Along with the heater the anti lock brake/brake indicator lights were flashing and the 4X4 would not engage. Mine was a result of a bad ignition switch in the steering column. The voltage was limited by the bad switch and could not support all the extra peripherals.
