94 Olds Cutlass Supreme 3.1 won't start. Anti-theft locks. Reset system and nothing. Fuel regulator?

The fuel pump, filter, and valve are fine. Turned key on 15 mins, tried to restart and it won't start. I think my battery is low, so I'm charging it. Could it be the regulator? 94 olds cutlass supreme

Since you state "nothing" happened it must be electrical. Nothing means bad battery or bad connection. Bad starter, you'll hear clicking from the relay. No fuel? It will crank but not start. And what do you mean by reset system? And why did you turn on the key for 15 mins?
