96 Tracker that 4x4 isn't working. Frt. driveshaft turns, hubs lock, but no drive from engaging. Any ideas?

My 96 Tracker is not engaging the front c/v axles when shifted into 4whl drive. I've raised the vehicle off the ground, with all 4 wheels free to turn, locked in both hubs and, by hand, turn the wheels. The driver's side c/v axle turns when I do this but the passenger side does not. Then when I start the vehicle and put it in to 4whl hi or lo there seems to be no drive from the egine at idle and barely turns the driver's side front wheel. The front driveshaft is turning and seems to have no problems. I'm wondering if there is any type of actuator switch, either vacuum or electrical, on the fornt axle that is not working or may be disconnected.

When you have it up on the jack and turn the wheels by hand it will only affect the other side if there is a locking differential or a limited slip. It sounds like its working normally by hand. If the front drive shaft turns then the gears are probably fine. The issue is probably your transfer case. It probably has some kind of clutch built in so it only sends power to the front when is is moving slower then the rear.

THERE IS A VACUUM ACTUATED GEAR THAT WHEN ACTIVE LOCKS IN THE FRONT DIFF TO TURN FRONT WHEELS,LOOK ON THE FRONT SIDE OF THE FRONT AXLE NEAR THE PUMPKIN CHECK TO SEE IF THE VACUUM LIES ARE INTACT,CHECK TO SEE IF YOU HAVE VACUUM DOWN THERE WHEN YOU ARE ASKING FOR 4WD IF NOT TRACE LINES TO SOURCE AND REPAIR PROBLEM
