96 Windstar engine won't shut off

I've got a few questions on here already regarding a 96 (originally posted as 95) Windstar that won't shut off with the key. Someone suggested a new lock cylinder, and I got one, which was the topic of the subsequent questions.

Well, I finally managed to get the old lock cylinder out and the new one in...turns out with the Windstar, the steering column housing doesn't need removal, nor does the steering wheel.

Got the new lock cylinder in, and the engine turns over just fine. It STILL won't shut down. The only way I can shut it down is via a relay in the engine...disconnecting the battery doesn't do it.

Please help. Is there any other fix I can make to get rid of this problem?

Is the engine running on because it is dieseling (running very rough and self igniting)......or is it just continuing to idle smoothly and running as if the engine was turned on normally?

Those would be two totally different problems to solve.

I have heard of this before, there is a square plastic rod that
pushes the ignition starter switch module forward to engage he
starter, but when turning the key to the "off" postion it will not move back from the run postion I believe the platic rod may have broke especially if the lock cylinder turns backward without any resistance such as one would feel when turning the car off. You can see the square plastic rod move back and forth on part of the steering column near the lock cylinder switch, but it isn't moving further down where the pin above the starter ignition switch fits up into it. It only will push it forward, i.e. as if starting the car, but will not move backward behind (towards the steering wheel) the
"run" postion mark as it seems it would need to to retract the
pin to turn the engine off. Basically it seems as if the lock
cylinder and the starter ignition switch are working fine, they
just aren't connecting when turning the key off.
