'97 Honda Passport: Driver side high beam works but low beam doesn't. Changed bulb and checked fuse..still no luck

The passenger headlight works fine (low and high beam). I have checked the fuse, and that's fine. Even after I have changed out the bulb in the driver side head light, I still have the same problem. The high beam comes on, but the low beam doesn't.
