97 diesel 4x4 1-ton automaticwont shift into highgear. max speed 60 (rpms = 2750 at 60)rpms = 3200 at park

1997 automatic 3500 diesel 4x4 does not seem to shift into high gear.... O/D Off button is not engaged
max the truck will accelerate is 60 mph ..rpms at 60 reads 2750
rpms in park and step on fuel reads 3200 (redline is 3000)
Truck sounds fine no slipping at all
fuel mileage dropped to 8 mpg

I had a mechanic(?) look at truck he looked under hood and said OH I see it is a linkage problem.. but he would not eloborate and did not have time to fix it.. he is now 200 miles away.
What steps can I take to fix ...?

I would guess that he ment that the shift linkage was off. This would mean that the truck could possibly be in a low gear and that would explain why it wouldn't shift into final gear. The shift linkage runs from the steering column to the tranny and changes the gears.
