In years past, there was such a thing as Federal Emissions and California Emissions.

Federal cars were allowed to run dirtier than California cars.

And with quite a few models sold in calif. , the emission control equipment was much more elaborate.

Now the powers that be, have decided that for the benefit of all and to pack their pocketbooks just a little bit fatter, have decided to invite the other 49 to the party so we can all be one happy family.

I'm not sure why Toyota lists that as an option anymore but it's common. Every time I've seen it here at Edmunds pricing out a Toyota, it's been listed at zero cost, and I don't recall seeing an option for "California emissions" in a while. 50-state emissions vehicles can be sold in any state.

The California emissions rules are being adopted nationwide in 2012.
