    This is a common problem with GM products. You need to lower the cable down about 2 inches. The cable feeds into a tube about 1/4 inch OD. It is this tube that gets rusted shut. Spray rust buster on this tube. Take a pair of vise grips or a good plyer and rotate the tube. Continue to apply the rust buster, rotate the tube and start pushing it up and down while continuing to rotate. When the tube moves up and down with no resistance you are done. Then just crank the cable back up untill the slack is gone and lower the tire.
