Can a car dealer sell a used 2002 Chevy Impala for 13,500?
I am buying a used car for that price. I seen that the book value for the car is much lower.

Well if you're buying it then clearly he can sell it for that price.

Can he? He can sell it for $12,500, or $50,000 if he can find someone dumb enough to pay those prices. Then again he should be quite happy to sell it for $7,000, depending on condition and options.
