The cooling fan(s) are commanded on by the PCM ( computer)..They are designed to run all the time with the A/C on.If they do not operate with the a/c off, and you have replaced the relay and coolant temperature sensor,i would suspect wiring and/or the PCM.Any codes stored in the PCM? PCM is a high dollar guess...have it properly diagnosed..well worth the diagnostic charges.PCM has to be programmed to the vehicle when replaced.A note: PCM's are under warranty for 8 years or 80,000 miles...Doc J
