Yes it could. Has the CEL come on? Any codes taken from it?It could also be a few other things causing this: EGR, IAT, or even tps. Also injectors, plugs etc..Try to pull some codes from the computer to see whats up.
I don't know about the RPM problem, but I know that your car will not pass inspection with a clogged catalytic converter.I had the same problem with my 99 acura tl, had it replaced with an after market cata. converter and had no problem for over a year now. it cost me 150 dollars.
