That's one possibility although it's pretty rare for a fuel filter to get so clogged as to actually block off the fuel supply. You should have the car scanned for trouble codes. You can also check the fuel rail for fuel pressure using a T-fitting and a fuel pressure gauge. You can also check the fuel pressure regulator for internal leaks by pulling off the vacuum hose that attaches to it. If there's fuel in that hose, your fuel pressure regulator is no good.
Your symptoms are much too generalized to make any kind of educated guess. It could easily be 35 different things.
