It is not possible to disable this system, it is integral to the vehicle. You cannot even go used here reliably, you can try but you'll need to find a shop/tech who has access to Chryslers factory website for the reprogramming software and either the factory scan tool (should be the DRBIII in 05) or a J2534 aftermarket system.
There is a wiring harness connector to the right of the glove box that gets water in it from the windshield. You'll know you have the correct one because the wires disappear up under the trim along the RH side of the winshield. Corrosion in that connector can trick a technician who is following the trouble tree for diagnostics into blaming the WCM. (Wireless Control Module)
