The Thing that i noticed about the list was that only S-10 / S-15 Pickups and S-10 Blazers and S-15 Jimmys that came with the 4.3 liter engine qualify for program.
This means that any of these models that were factory equipped with a smaller size engine do not qualify.
According to the Govt. , the 2.8 liter engine in your Blazer, provides a higher mpg average and as such it is higher than the minimum.
I, myself, own a 1991 S-10, 2wd, short bed, 5 spd manual, 2.8 liter engine, it is the Durango model, from what i understand the Durango trim was offered for 2 years.
My truck has 240,000 miles on the clock, still runs very well, the truck averages 27 mpg @ 55 mph and 25 mpg @ 65 mph .
My S-10 averages a higher average mpg than the minimum, so it does not qualify for the program.
