True Market Value for new cars does not include tax, title or license registration fees. These fees vary too much from state to state (and sometimes city to city) to track with TMV.
TMV also doesn't include rebates from the manufacturer to the consumer. Just take any rebate money off TMV to get your number to shoot for (and hopefully beat).
TMV does include destination charges and takes into account any manufacture to dealer rebates or ad fees.
