Does the TMV value always factor in the Manufacturer- Dealer incentives even though it may have contingencies?

From what I read, Manufacturer to Customer incentives are not included in the TMV price because these are either automatic or contingent upon using a special APR or a rebate. However, when the Manufacturer to Dealer has contingencies as well that you have to pick the special APR or this, Is this STILL included in the TMV price?

I think that manufacturer-to-dealer incentives are always included in the TMV price but I have no idea how the statisticians at Edmunds tweak their formula to account for the APR vs cash option. I suspect that the cost to the manufacturer is about the same in either case and the contingencies wouldn't affect the price the dealer has to pay the manufacturer, and thus wouldn't affect your TMV price.
