Gas Guzzler Tax

Does the gas guzzler tax only apply to new vehicle sales, or does the 2nd, 3rd, 4th owner get hit with it too? I know in CA the sales tax is continually charged for the same product over and over when it's sold (at least for cars).

Gas guzzler tax is a graduated Federal excise tax charged to new car buyer's only, don't be suprised if some states with liberal law makers see fit to punish used car buyers as well.
