    I don't think it's the water pump. I'd check a) coolant level and b) your thermostat.

    Thanks for the ideas. I took it to the dealer today. The heater core was restricted, thus limiting water flow through the core at low engine speed. They backflushed twice and got it working 100%. A new heater core would have been $1200. I am surprised by the restriction. I do a flush and fill every two years. Maybe residual from previous owner neglect. I bought it with 20K miles.
