How can I disable my factory alarm system on my 2001 VW Passat?

I have a 2001 volkswagon passat that the factory alarm is activated on and I cannot get it to shut off. The keyless remote (flip key kind) is not working and will not disarm but i am able to use the key to unlock the door to enter the car. I have replaced the batteries in the keyless remote as well. When the key is put in the ignition the alarm goes off and I am unable to start the car.
