If you want to just replace one of the lamps, you'll have to stick with the stock unit, which is a dealer item, or find one used on eBay. If you order one lamp from the Toyota parts department at your dealership, I'm sure they'll tell you how to install it.
If you want to upgrade your fog lights, with say an aftermarket PAII kit or similar, you'll get a complete kit with new lamps, brackets, wiring harness, relay, etc.
