How can I repair the tailgate lock on my 2000 Silverado pickup? Also, how can I lower it?

My tailgate worked just fine until yesterday. I tried to lower it, and it did nothing! I cannot get it to lower to save me. I know that something is either broken, or has came loose.

The rod connected to the handle probably worked itself off. Need to remove the handle find the rod and reconnect it. BTW did you have your tailgate cables changed? I believe there was a recall on those as they have a habit of falling off at the wrong time due to defective clips.
