    The steering post itself is held by bolts under the dash.

    If you're saying that the wheel moves up and down but the outer post-tube doesn't, then you have an interal bushing problem.

    If you're saying that there is a lot of play in the steering when you turn it side to side, this is either a bad coupler joint in the engine bay, a defective steering box, or some steering components are worn out.
