The answer should be in the owner's manual. There's a section on the ESP mode (on and partial off) but I'm not familiar with the setup. Plus there's two kinds of 4WD systems available (Command-Trac® and Selec-Trac®) so you'll need to figure out which one you have in your Liberty. If you don't have a manual, you can download one.

You should put it in 4wd high when the vehicle is in motion, but make sure that the tires are not spinning and you are not above 55 mph. 4wd low can be turned on when stopped and the vehicle is in netreual. My mother has an 03.
