    You could try bleeding the master cylinder first,, followed by brakes in sequence.

    You can also test the master cylinder for pressure by using a set of end plugs.

    End plugs are like a short length of brake line with the ends crimped, folded and soldered shut.

    These are used in place of the standard brake lines to see if the master cylinder will maintain internal pressure.
