Water(coolant) is getting into one of the cylinders somewhere, and fogging out the tailpipe.

You are burning coolant. Maybe the head is cracked? That could have been the problem the first time, too. You will probably need to have the head pressure tested.

I did a cylinder leakage test. There was not enough leakage across the entire head to show any coolant leaks. Also pulled all plugs and turned engine over. Nothing shows from plugs. No coolant whatsoever. I am getting nothing in oil, nor am i getting compression back through radiator.

There is a possibility that your prior head gasket leak left a lot of water in the muffler and that you are not generating enough heat to wash it out. When you step on the gas hard you add more heat and it starts evaporating it off. Another possibility is you have a hairline crack somewhere that only lets the water out under extreme pressure. Just keep an eye on the water level and keep driving it.
