    The hazard flasher is a seperate system from the turn signal system on that model. The flasher for the turn signals is usually located on or near the column under the dash. They can be hard to get at. The hazard flasher unit in earlier GM models is usually in the fuse box (round 1" or square 1" plug in unit with 4-5 prongs). To replace it simply pull it out. If not in the fuse box, it may be part of the hazard switch itself. Later GM models all have the flasher integrated into the switch.

    I found it, its not under the steering wheel.
