Under normal driving conditions, the PS fluid should not boil over. I suspect there must be some blockage in the lines to the steering rack. You should first try flushing out all the old fluid and refilling with a good synthetic PS Fluid like Redline or Valvoline. The system is quite simple and if there is no blockage, most likely there is a problem with the pump itself. The pump contains a pressure-relief valve to make sure that the pressure does not get too high, especially at high engine speeds when so much fluid is being pumped. If this valve is blocked or sludged up, it will cause the PS fluid to boil over as in your case. This cannot be repaired and requires a rebuilt unit to be installed. Fortunately, the PS pump is not a very expensive item and is easily replaced.
