It'll have to be diagnosed. Could be a lot of things, such as the speed sensor (behind dash, left side) the control module (right side of glovebox area) or the actuator/servo (in the engine compartment, working the throttle).

You or your mechanic might clean all the electrical connections to the ECU (module) and also check the fuse that controls the cruise control and clean that up.

If a step by step diagnosis finds a bad module or actuator/servo, I'm afraid you are in for a very expense repair unless you can find these components in a salvage yard. Price for new parts is kind of shocking.

So get in there and clean things up at the connectors. You may get lucky--this often works.

Looks to me that the problem is not the cruise control but how you are trying to set it. The correct way is to push the on/off switch on the end of the cruise control lever. Then speed up to the speed you want to set the cruise control at. When you reach that speed push on the lever down and hold it for about 1 second. Your cruise is set. Try this first before trying to fix something that ain't broke. Ps I have a 93, 95, 97, and had a 92 Camry. The cruise control works the same on all of them.
