I have a 96 buick regal, my horn has been going off by itself, without touching it, I had to remove the fuse. any?

The weather has been very cold, and my horn just started to sound without touching it. I had to remove the fuse in the middle of the night just to stop it from going off. I put a new horn relay in it today, it lasted for a while and then started to go off again without touching it. What is the problem?

I think there is a short in the steering wheel or the horn activator ring or switch inside the wheel has broken and is just flopping around in there.

Since this answer is coming in at 102 days, I'll make it brief and take my 5 points. There is a short in the relay. It is a known defect in your Regal. Even if the horn doesn't go off it will kill your battery from time to time.
