I have what appears to be dried cement like material on my car. What can I use to dissolve this stuff?

It resembles cement and barely flakes off when I rub it. I'm afraid to just rub it off and not dissolve it because it appears it may damage my paint. It's in small droplets all over my trunk and roof and I have no idea where it came from or what exactly this stuff is.

I always like to use a bit of gas to see if it disolves the ciment or stuff whatever it is - then I clean the gas with water. On the road you can pick up a lot of sticky materials and gas generally does the job.
