Well each persons interpretation of 'terrible' are different.

But if they really are bad, you should be looking for vehicles which have locking or anti-slip differentials. 4wd-low gearing may be important as well, if the roads aren't that good. Ground clearance would also be of importance, as well as approach angles of consideration. Also be sure to get antilock brakes, as well as VSC or equivalent.

If things are really that bad, any vehicle with AWD or 4wd (real/full time, not pickup truck style "select 4wd after you're already stuck) and snow tires will get you where you need to go. Even a Subaru or Audi Quattro sedan will do pretty well, but the additional ground clearance of a SUV or CUV help quite a bit, so something like a CRV/Rav4/Escape with AWD will do even better.

Today in Wisconsin we're expected to get a foot of snow. I have a Highlander with all season tires, and don't expect too much trouble getting home. I'm not sure what "terrible" means, but a foot of snow qualifies to most.

Oh, yes, ABS and stability/traction control are a must!
