I have owned a minivan titled in my name for 10 years. Did not insure it and took off road for winter. Does it qualify?

Minivan titled in my name for entire 10 years since purchased new. Qualifies per mileage requirements...first time ever took off the road for the winter and canceled insurance while parked at my house. DMV required turning in of plates. If I restore insurance and put plates on it, can I use car as a trade in for credit?

Unfortunately, under the current cash for clunkers rules, the vehicle turned in has to have been titled and insured continously for a year prior to being turned in.
