It's usually noticeable to those who have used reformulated fuel (which can be blends of 10% ethanol), especially in the winter. How much difference it causes varies, just about as much as normal MPG varies.

Ethanol has slightly less energy than "plain" gasoline has. However, combustion of ethanol can slightly increase efficiency (hence it's wide acceptance as "reformulated" fuel).

With ethanol having about 2/3 the energy of plain gas, you'd expect the mileage to drop about 3% with 10% ethanol, so it might be hard to notice. More to the point, you probably don't have much choice, in most areas it's not an option, either the gas has it or it doesn't.

I've noticed about a 1.5 to 2 mpg loss using 10% ethanol. With the rising gas prices losing mpg certainly doesn't help.
