    The fast blinking is just the system's way of telling you the bulb is burnt out. You're right its not the flasher as both blinkers would be out. However, on the fuse you normally have the right and left side on a seperate fuse as a safety measure, so do check the fuses. If it's not the fuse, you have a short in the wiring or a bad connection at the bulb holder. Check the bulb holder/connection to make sure the connector is clean and free of corrosion. Clean with a brush and some WD40. If that doesn't work, you'll need to see an mechanic that specializes in electrical problems so he can trace the short.
