You can dispute the AMOUNT they are offering but you can't make them repair a car beyond its actual market value, no. If you don't like the settlement, you can hire your own appraiser and submit that # to the other guys' insurance.
You can also, after you accept the settlement, buy the car BACK from the insurance company and get it fixed if you want.
There are lots of nice clean 95 Corollas for sale, so I'm not sure I would fix up a car that is not worth a whole lot of $$$.
As long as they give you enough to buy a clean 95 Corolla, that's about all insurance is required to do for you.
If they gave you $3,500---$4,000 that should be plenty to get the job done for you.
