My roommate has a 1995 Pontiac Sunfire, engine cooling fan seems not to work so engine temperature rises too fast.

Fuse is good but terminals from the engine cooling fan has no supply as tested with v.o.m. multi tester. Fan relay is also in good condition. does the cooling fan only turns on when the engine reaches a certain temperature or does it turn on automatically when engine is running.

In Maintenance & Repair > Engine > Overheating

cooling fans only turn on when the engine reaches a certain temperature on models without a clutch driven fan. ie the fan is not directly attached to the motor. also will run when the ac is on.
