My truck isn't shifting properly, is it the transmission or a blocked catalytic converter?

Last fall I changed the transmission pan gasket and cleaned out the pan. I found pieces of what an expert called a snapring that holds stuff together inside the transmission. Truck has been running fine until last week when I noticed it wasn't shifting from 2nd to 3rd. I was quoted somewhere between $1600-2400 for the transmission. I can't afford that right now. I have installed my own junkyard transmissions before for cheaper. I talked to my dad and he had a catalytic converter get plugged up and not allow the engine to shift. I do not understand this, but could one of you experts suggest a troubleshooting path to follow?

While a plugged cat would cause a few problems, shifting from 2nd to 3rd wouldn't be one of them. Looks like a junkyard is in your very near future.
