On a 99 Buick Regal, should all 4 headlight bulbs light on bright?

I have four distinct headlight bulbs (#9006 low beam bulbs and #9005 high beam bulbs). When going to high beam, the 2 low beam bulbs go out as the 2 high beam bulbs come on. I never illuminate all 4 bulbs at the same time. Most cars have I have tried to watch appear to light up all 4 bulbs on brights, including a 2000 Buick Park Avenue, which is a somewhat similar car. I haven't been able to locate a Regal or Century to check out, and this seems like a little thing to go to a dealer with (unless it turns out it's not right).

Don't quote me on it, but I believe the lights are working properly.
