    I once encountered the same situation after I replaced a VIN plate, which had been removed during a paint job. The way I got past that situation was to pull the plate off, and reattach it with professional type rivets. Sometimes going back to a different inspector, or a different inspection station, will facilitate this process.
    There is also a VIN plate on the top of the dashboard, on the drivers side, right against the windshield.
