Thank you for yopur answers.

The blower motor keeps running at full speed when the car is running or when the car is turned off. So would it be the resistor? Help again please...

If the blower is running when it shouldn't be, it is most likely the relay.

If it is running at the wrong speed, it is most likely the resistor bank.

Take the resistor bank out and look at it. See if any of the elements are burnt. Measure the resistance of each of the elements if need be to prove it is okay (or not).

By the way, those aren't mutually exclusive, you could have both problems. You could have both a bad relay, and a shorted resistor block (the shorted block, when it shorted...fused the relay points).
