The difference between RON and Octane

For cars that recommend 95 RON fuel or minimum 93 RON, is that equivalent to 93 Octand and 91 Octane respectively?

Could someone please define RON and how Octane ratings are derived? Why does CA only go up to 91 octane for premium gas? I remember back in the day they had 92 Octane as premium, and in other states I do believe I've still seen 93 as premium. What gives?
