Possibly. You know it's a 20 year old car and I just didn't remember the set up on them.
I've looked up some testing instructions for you on how to test the thermal switch. Maybe this will help you.
- Drain the coolant from the radiator. Unscrew and remove the temperature switch from the water outlet housing.
- Place the switch in a pan of cool, (below 118°F), water and
check continuity with an ohmmeter. There should be continuity between
the terminal and switch housing. Fig. 17
- Heat the water to above 140°F and check that there is NO continuity.
- If not as specified, replace the temperature switch.
- Apply a suitable sealant to the switch threads and reinstall.
- Refill the radiator with coolant.
If the switch checks out, then
INSPECT ENGINE MAIN RELAY
NOTE: Located in the engine compartment relay box. It's a little square thing, second one from the left.
nspect Relay Continuity

Using an ohmmeter, check that there is continuity between terminals 1 and 3. |

Check that there is continuity between terminals 2 and 4. |
| (c) |
Check that there is no continuity between terminals 4 and 5. |
- If continuity is not as specified, replace the relay.
